Russian Prime Minister Dmitry Medvedev is planning to establish a workgroup to determine the location of Moscow International Financial Center (MIFC) infrastructure.

"We will proceed with the location issue. I will make orders to that effect", said Medvedev at a meeting on MIFC infrastructure location.

The prime minister noted that there are certain upsides, as well as downsides, to the MIFC located in one location. "All of these factors have to be considered", he stressed.

The meeting was in part dedicated to the concept of MIFC based in Rublevo-Arkhangelskoye.

Medvedev suggested analyzing this scenario, discussing other versions and making a decision. "MIFC is more than a number of laws, regulations and management decisions, it is a habitat as well", he said.

The prime minister agreed with MIFC Taskforce Head Alexander Voloshin’s idea to create a special environment for the MIFC.

Voloshin reiterated that there are three major task areas in the process of MIFC creation. Area one is forming the financial infrastructure and quality regulation. Area two is creating an adequate urban environment. Area three is creating a better investment climate.

MIFC Taskforce Head stated that progress has been reached in solving task area one, such as the Central Depositary Act, the Clearing Act, the Insider Information Act. Another major step forward is the integration of exchanges. Also, the financial market megaregulator concept is currently debated.

Voloshin added that it is imperative that Area Two issues related to urban infrastructure are solved. Russia is plagued with transport problems, a lack of hotels and rented lodging, and infrastructure is not friendly to foreign nationals.

MIFC Taskforce Head cited two international financial centers, London and Frankfurt, as examples. He said that establishing an IFC in the City of London was accompanied by special tax benefits such as lower profit tax, the regulator was located in the same area and a new Underground line was built.

Voloshin called Rublevo-Arkhangelskoye a reasonable location. It is also connected to Moscow City. However, he called for more MIFC-related benefits to be introduced.

"We must make it worthwhile for people to relocate there, the State must come up with certain ‘carrots’ that we can offer those who we strive to attract to MIFC", said Voloshin.
