New Civil Code to Start New Year

Key issues related to the new Civil Code draft have been discussed by Open Government. The Duma committee received over 2000 amendments, and according to Head of Committee Pavel Krashennikov, at least half of them found their way into the draft. Deputees are given a pressing deadline: take for instance the fact that unless the new "economic constitution" is enacted by 1 January 2013, 60 000 farms will be left outside the legal field. Businessmen and lawyers heard the views of Pavel Krashennikov, RSPP Head Alexander Shokhin and Open Government Minister Mikhail Abyzov. The parliamentary expressed certainty that the bill will be passed in second reading, end October - early November. The amendment law will be enacted gradually. Serious debate centered on mandatory notarization of real estate trades. A protective measure becomes obligatory. Business circles strongly opposed this idea and were ultimately relieved from the obligation.
