“We will use other services if necessary in order to gather reliable information on the actual state of healthcare, we want to effectively improve things… The point is, modernization is not about renovation or even new equipment, it is about building a very clear three-tier healthcare system”, said Minister of Health Veronika Skvortsova.

The aim of modernization is access to healthcare for every citizen, regardless of his area of residence.

“We still have to go a long way towards that. Our goal is to hopefully introduce unified healthcare regulations in 2013. The audit will define when the modernization plan can be finalized and the regions are brought to a level field of play to comply with unified healthcare regulations”, said the Minister.
