Russian Government Plans To Discuss Healthcare and Pharmacy Modernization Plan Together With Antismoking Bill

The Russian Government plans to discuss a draft project of the federal program called “Development of Pharmaceutical and Healthcare Industries” at the meeting on Thursday, informed the Cabinet of Ministers’ Press Service.

The federal program is worked out to execute the state policy on transformation of pharmaceutical and medical industries to the innovational development model oriented on building of a new modern infrastructure, strengthening of the local producers role at the domestic market, provision of innovational production and training of a new personnel for modern factories, as the note says.

Another aim of the state program is also improvement of the state regulation system in the sphere of drug and medical items circulation, the Press Service noted.

Moreover, a draft project of the state program called “Environment Protection” is to be reviewed; the project’s main goal is to increase the level of environmental security of the population and preservation of natural systems.

The government will also discuss the federal bill called “On Population’s Health Preservation from Tobacco Smoke Influence and Consequences of Smoking”.

As the Press Service noted, the bill has been worked out in order to improve the current legislation in the field of the population’s health protection from tobacco smoke harmful effects considering the terms of the WHO framework convention on tobacco control and connected negative medical, demographical and other social and economic effects, the message stresses.

The bill particularly involves division of powers and responsibilities among the authorities of different levels, as well as rights and responsibilities of the civil population, individual entrepreneurs, and legal bodies in the field of social security, population’s healthcare protection from smoking.

In compliance with the document, it is supposed to introduce a smoking ban on territories and in buildings connected with provision of protective social services, education, culture, youth policy, physical education and sports, federal and municipal services, as well in public city and suburban transport, on open areas closer than 10 meters from the railway and bus depots, airports and sea ports, tube station entrances, as well as in buildings of the mentioned institutions, at work places and work areas, in spaces of mutual usage in apartment buildings, on the territory of children’s playgrounds and beaches.

A stage-by-stage introduction of a smoking ban is planned on the territories and in buildings used to provide medical and recreation services, in long-distance trains, on aircraft and deep-sea vessels, in living rooms, rooms used for consumer services, trade, public meals provision, at markets and moving retail facilities.

The bill assumes increase of tobacco products excise tax, introduction of the lowest retail prices on tobacco products, provision of information to population on harmful effects of smoking and harmful influence of tobacco smoke, prohibition of tobacco products and smoking promotion, provision of medical help to population for smoking cessation and treating a tobacco addiction.

Moreover, limitation of wholesale and retail tobacco products trade is also assumed. Thus, the right of selling tobacco products is suggested to give only to stationary trading facilities the area of which is over 50 square meters (in cities and towns) and 25 square meters (in rural villages and outside them); it is also planned to introduce a ban of selling tobacco products by minors; production, import, export, wholesale and retail trade records, control over production facilities and equipment, move and distribution of tobacco products.

One more agenda point at the meeting is a plan of events aiming to develop the leading universities.

“As the world practice shows, the international colleges approve factor makes a great support of all the directions in the state educational system development, provides development of its college science, which, eventually, leads to strengthening the state’s strategic potential,” stresses the Press Service.

A plan of events on developing the leading universities assuming increase of their competitiveness among the leading world educational and scholar centers is aimed to solve this task.

Moreover, the government plans to study the issue of distributing subsidies granted by the Federal Compulsory Medical Insurance Fund budget for execution of regional programs of healthcare modernization in the regions of the Russian Federation in order to stimulate Russian regions showing the best results of these programs realization provided by the results of the first semester of 2012; an issue of distributing subsidies to Russian regions on execution of regional program of improving the effectiveness of budget spending, on distribution subsidies in the year of 2012 provided from the federal budget to regional budgets on consumption of specialized forest fireproof machines and equipment, on introduction of amendments to the enactment on the Ministry of Finance of the Russian Federation.
